The U.S. representatives to the International Monetary Fund and to the World Bank must ask those institutions’ managers to prepare a study of the debt problems facing developing countries. The study should look at options like new loan tools, rescheduling or refinancing, securitization and debt-conversion techniques, discounted debt buybacks, and the International Debt Management Authority described elsewhere in the law. They must request this within one year after August 23, 1988 (by August 23, 1989).
