If the IMF finds Poland will probably need foreign‑payment help in the fourth quarter of 1989, the United States must work with the European Community and other international lenders to figure out how much emergency aid is needed and should consider a short‑term bridge loan from the Exchange Stabilization Fund to meet urgent needs. The President, working with the European Community, should push industrialized democracies to respond to Poland’s request for $1,000,000,000. The President may also provide U.S. assistance to help stabilize Poland’s economy and support a move toward free‑market policies. That aid can include balance‑of‑payments support (including help for importing goods), help for private‑sector development, or other programs to build a market‑oriented economy. Up to $200,000,000 is authorized to be appropriated for fiscal year 1990 for the economic support fund, in addition to other available funds.
