Authorizes the USAID Administrator to create a scholarship program, working with States, colleges, and businesses, to help students from Poland and Hungary study in the United States. The program focuses on business and economics training, from basic management courses to areas like commercial banking and building a stock market. USAID can give grants to States for undergraduate, graduate, or training programs of one year or longer that match Poland’s and Hungary’s development needs. The Administrator will consult with participating States about available programs and student placements. States should get private-sector help and, when possible, arrange internships for scholarship students. Federal funding can cover no more than 50 percent each year. State or private contributions can be cash or in-kind, like tuition waivers, housing help, books, or supplies. Any repayment duty is forgiven if the student returns to Poland or Hungary and stays at least one year longer than their study time. Grants use funds from the Foreign Assistance Act, and $10,000,000 was authorized for the three years starting October 1, 1989. Prohibitions on aid to Poland and Hungary do not apply to these funds. State: the 50 states, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands, the Trust Territory of the Pacific Islands, and the Northern Mariana Islands.
