Congress allows up to $4,000,000 to be provided over the three years starting October 1, 1989, for medical help to Poland. This money is in addition to other funds. It can pay for medical supplies and hospital equipment sent to Poland through private and voluntary groups, including buying, shipping, and handing out the supplies, and for training Polish medical workers. The money can be used even if other laws might otherwise block it, except it cannot be used for abortions or involuntary sterilizations and must follow any yearly appropriations rules about abortion.
