Summary

The law urges the President to promote a nationwide drive for private donations of money and nonperishable food. Civic, religious, school, and youth groups should collect these gifts to help Poland and refugees from Romania who are in Hungary. The President is asked to use all available authorities, including section 402 of title 10, and resources of the Department of Defense, including the National Guard, to carry nonfinancial private donations to Poland. The President should seek extra authority if needed and encourage groups like the Polish‑American Congress to take part.
