Title 22 › Chapter CHAPTER 64— - UNITED STATES RESPONSE TO TERRORISM AFFECTING AMERICANS ABROAD › § 5506
The Secretary of State must, not later than 60 days after November 16, 1990, write rules so that when an international disaster—especially a plane crash that affects many U.S. citizens—at least one senior officer from the Bureau of Consular Affairs is sent to the scene. The Secretary must also create criteria for how to staff disaster sites and say who decides on staffing, and those rules should consider sending extra crisis support. For serious aviation disasters, at least one State Department officer must go to help families who come to the site and act as a go‑between with local authorities and social services. The Secretary must also set procedures, within the same deadline, for sending a “crisis team” to help embassy and consulate staff; that team can include public affairs, forensic, and bereavement experts.
