The Secretary of State must work with the Secretary of Transportation to write and publish simple rules to stop terrorists from using unaware international air travelers to help with attacks. Notices about these rules must be posted and clearly shown in international airports in the United States and overseas. The Secretary of State and the Secretary of Transportation must also push other countries, especially in international civil aviation meetings, to agree on global standards for those rules. The Secretary of State must publish that U.S. government rewards are available for information on international terrorist activities, including rewards under section 2708(a) of this title and chapter 204 of title 18, and post notices in airports when appropriate. Congress urges the Secretary of Transportation to train and use U.S. agency staff who work at international airports to spot explosives and guns that could threaten international flights.
