Within 60 days after November 16, 1990, the Secretary of State, working with the Secretary of Transportation, must propose to the International Civil Aviation Organization a broad aviation security plan. The plan must include training for airport security staff, grants to help certain countries buy security equipment, and expanded use of dog teams trained to find explosives in all airport areas, including passenger screening and nonpublic baggage assembly and processing areas.
