After June 30, 1997, the United States should treat Hong Kong as its own international transport partner. The U.S. should keep recognizing ships and airplanes registered in Hong Kong, allow U.S. commercial ships to call at Hong Kong under applicable laws, accept Hong Kong-issued airline licenses and certain Hong Kong certificates for U.S. carriers when the flights do not go to other parts of the People’s Republic of China, and negotiate air service pacts directly with Hong Kong. When negotiating, the U.S. should deal directly with the Hong Kong Special Administrative Region when it is authorized by the Government of the People’s Republic of China to renew or change the air service agreements that existed on June 30, 1997 or to make new ones for flights that do not involve other parts of the People’s Republic of China. The U.S. should try to make those agreements promote competition.
