Congress says the United States should keep and grow cultural, educational, scientific, and academic exchanges with Hong Kong after June 30, 1997. The U.S. should encourage Americans to join official and unofficial exchanges, work to promote these ties (including making agreements), give Hong Kong its own full partner status in the Fulbright Program (separate from the UK before July 1, 1997 and from China after), and encourage Hong Kong residents to visit the U.S. on nonimmigrant visas for business, tourism, education, and research under applicable laws. If the Legislative Council of Hong Kong asks, the Librarian of Congress, through the Congressional Research Service, should try to expand educational and information links with that Council.
