Creates an advisory council called the Independent States Business and Agriculture Advisory Council to advise the President about aid programs for the independent states of the former Soviet Union and to check whether bilateral and multilateral aid helps U.S. companies export to or invest in those countries. The council must have 15 members from U.S. businesses with relevant experience. The President appoints the members and picks one as Chair. Five members must be chosen after recommendations from the House leaders (Speaker and Minority Leader) and five after recommendations from the Senate leaders (Majority and Minority Leader). Members get no pay from the U.S. government for serving. If the Chair asks, any federal agency head may send staff to help the council without charging extra funds.
