Use part of the aid money for the countries that used to be in the Soviet Union to pay for two things: help for U.S. exports (including financing and support for goods used as parts) and big projects like telecom, cleaning up pollution, power plants, and other energy projects. The Secretary of Commerce, leading the Trade Promotion Coordination Committee, should work with others to set up programs that give U.S. businesses practical and technical help to sell in those countries. That means more U.S. trade staff in the region (especially Vladivostok and Khabarovsk), profiles of export opportunities and technical help, use of the Market Development Cooperator Program, special programs for small and medium businesses with private partners, backing U.S. joint projects and partnerships, more support for export finance, feasibility studies and political risk insurance, and support for the Business Information Service (BISNIS).
