Summary

The President may provide technical help, using a U.S. university in a region that had nonstop flights to and from the Russian Far East on July 1, 1992, to promote U.S. business opportunities, free markets, and democratic institutions there. Congress may appropriate $2,000,000 to fund this.

(a)The President is authorized to provide technical assistance, through an American university in a region which received nonstop air service to and from the Russian Far East as of July 1, 1992, to facilitate the development of United States business opportunities, free markets, and democratic institutions in the Russian Far East.
(b)There are authorized to be appropriated $2,000,000 to carry out subsection (a).
