Summary

Fiscal year 1993 funds under sections 5853 and 5854 for aid to the independent states of the former Soviet Union may be used even if other laws would normally limit them. That exception does not apply to the same subchapter or to certain budget laws (including the Anti-Deficiency Act).

(a)Funds made available for fiscal year 1993 under section 5853 and 5854 of this title to provide assistance or otherwise carry out programs and activities with respect to the independent states of the former Soviet Union under those sections may be used notwithstanding any other provision of law, other than the provisions cited in subsection (b).
(b)Subsection (a) does not apply with respect to—
(1)this subchapter; and
(2)section 1341 of title 31 (commonly referred to as the “Anti-Deficiency Act”), the Congressional Budget and Impoundment Control Act of 1974, the Balanced Budget and Emergency Deficit Control Act of 1985, and the Budget Enforcement Act of 1990.
