The President must send a report at least 15 days before obligating any money under sections 5853 or 5854 or the changes made by section 506(a). That report must say which account, budget activity, and program the money will come from and the amount, and it must describe the planned activities and types of assistance. The President also must send reports by April 30, 1993 and by October 30, 1993 covering the previous six months (and totals so far). Those reports must show amounts spent and why, the program sources of the funds, which U.S. departments and agencies took part, what activities and aid were provided, and any other information the President thinks Congress needs. "Appropriate congressional committees" means, for funding under the international affairs budget function (150): the Senate Committee on Foreign Relations, the House Committee on Foreign Affairs, and the Appropriations Committees of both Houses; for funding under the national defense budget function (050): the Armed Services and the Appropriations Committees of both Houses. The other defined committee is simply the one that would get separate legislation on the specified activities under each House's rules.
