Within 180 days after October 24, 1992, the Secretary of State must, with the Defense and Energy Secretaries, send Congress a report on options for handling special nuclear materials from the former Soviet Union. The report must compare keeping the materials there versus U.S. acquisition; cover protecting U.S. uranium producers, proliferation risks, and possible energy savings; and explain how highly enriched uranium could be diluted for reactor fuel.
