The United States must push for a peaceful move to democracy and a return to economic growth in Cuba by using targeted sanctions against the Castro government and by supporting the Cuban people. It must work with other democratic countries and weigh their cooperation when shaping U.S. relations. The policy calls for ending military, technical, or other aid to Cuba from former Soviet states and any other governments, opposing human-rights abuses, keeping sanctions until Cuba makes real democratic and human-rights changes, being ready to ease sanctions for positive steps, encouraging free and fair elections, and starting work now on a comprehensive U.S. plan for a post-Castro Cuba.
