Under the Foreign Assistance Act of 1961 and the Food for Peace Act, humanitarian supplies can be given to Cuba if the President certifies to House and Senate foreign‑affairs committees that Cuba has pledged fair elections within 6 months, respects human and democratic rights, and does not arm or fund foreign groups that violently overthrow governments.
