Summary

The President must send a report to the proper congressional committees within 90 days after March 12, 1996. The report must explain how much progress has been made in removing people from the Cienfuegos nuclear facility in Cuba. It must cover personnel from any independent state of the former Soviet Union (one of the countries that used to be part of the Soviet Union), including advisers, technicians, and military staff. Congress strongly objects to Russia extending credits equal to $200,000,000 in November 1994 to support the Lourdes intelligence facility in Cuba.
