Congress says the President should require Cuba to let small businesses operate freely—able to hire workers and buy supplies—before restoring general licenses that let families in the U.S. send money to Cuba. If those remittance licenses come back, the President should require a special license for family remittances above $500. Before restoring general travel licenses for U.S. residents who are family of Cubans in Cuba, the President should demand that Cuba end punishments for refugees leaving, free political prisoners, allow people to form associations, and restore other basic freedoms.
