The President may set up an exchange of news bureaus between the United States and Cuba if certain rules are met. Cuba must allow opening bureaus and the free movement of U.S. journalists (including Radio Marti and Television Marti), not block U.S. news organizations from choosing their own staff, let the Treasury Department make sure only accredited, regularly employed journalists travel to Cuba, and not block news signals or distribution of U.S. news inside Cuba. The President must also take steps to protect the United States against espionage by any Cuban journalists the government believes work for Cuban intelligence. “Fully reciprocal” means all news services and broadcasters, even those supported by a government, are allowed to operate bureaus in both countries.
