A democratically elected government in Cuba must meet the chapter’s other requirements and also meet these conditions. Elections must be free and fair, watched by internationally recognized observers, with opposition parties given enough time to organize and all candidates given full media access. The government must respect basic civil liberties and human rights, move toward a market economy that protects private property, promise constitutional changes to guarantee regular free elections and rights, make clear progress on an independent judiciary, and return or fairly compensate property taken from United States citizens or entities 50 percent or more beneficially owned by United States citizens on or after January 1, 1959, in line with international law.
