RFE/RL, Incorporated must send the Broadcasting Board of Governors a detailed plan within 15 days after March 11, 2002 to start Dari- and Pashto-language surrogate broadcasts called "Radio Free Afghanistan." Starting 15 days after March 11, 2002 or when that plan is sent (whichever is later), the Board may give grants to fund the service; fiscal year 2002 grants may ignore section 308(c) of the United States International Broadcasting Act of 1994 (22 U.S.C. 6207(c)). The Board may use authorities in the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1431 et seq.), the United States International Broadcasting Act of 1994 (22 U.S.C. 6201 et seq.), the Foreign Affairs Reform and Restructuring Act of 1998, and other laws to carry out those grants. Radio Free Afghanistan must follow the same professional standards and oversight as other RFE/RL services.
