The President can order any U.S. department, agency, or government body to help the United States Agency for Global Media (USAGM) with international broadcasting outside the United States when the President tells the right congressional committees that it is important to U.S. national interests during a crisis abroad. The President sets the terms. This power overrides other laws. It can be used for up to six months and may be renewed one time for another six months. "Surge capacity" means the money and technical resources needed to run broadcasting in a place during a crisis. Congress may provide whatever money is needed, but the total amount of appropriated but unspent money for this purpose cannot exceed $25,000,000. That money stays available until spent and may be called the "United States International Broadcasting Surge Capacity Fund." USAGM must include a detailed description of any activities done under this authority in its annual report to the President and Congress under section 6204(a)(9).
