The President must put into the required report a clear account of what he has done to carry out the law’s goals and what progress and problems have come up. Each report must say what steps the United States has taken with other countries or groups since April 30, 1994; any obstacles faced; proposed steps from other countries or international groups to strengthen IAEA safeguards; what the federal government has done to support the goals; any recommendations for more measures to improve IAEA safeguards; and what the President plans to do next.
