U.S. diplomatic missions in countries where the government engages in or allows violations of the internationally recognized right to freedom of religion should include a yearly plan to promote respect for that right as part of their program planning. When deciding how to use or recommend U.S. government funds or candidates for programs and grants, those missions should give special attention to programs and people that help promote religious freedom.
