Any presidential action under this chapter for a foreign country ends on whichever comes first: two years after it starts unless Congress reauthorizes it, or when the President, after consulting the Commission, certifies to Congress that the foreign government has stopped or has taken substantial, verifiable steps to stop the particularly severe violations of religious freedom.
