The Attorney General and the Secretary of State must make rules so people who might be biased because of religion, race, nationality, social group, or political opinion — including interpreters and airline staff from governments known to persecute people — are not used to interpret talks between migrants and immigration inspection or asylum officers. The Attorney General, working with the Secretary of State, the Ambassador at Large, and other officials, must train all asylum decision-makers and immigration officers acting under section 1225(b) of title 8 about religious persecution abroad, country conditions, the right to freedom of religion, methods of persecution, and differences in how religious groups are treated. The Executive Office of Immigration Review must give the same country-specific training to immigration judges, using the Annual Report.
