The Secretary must send Congress, with the State Department’s budget materials for fiscal years 2000 and 2001, a report on the expected and actual savings in budget outlays and budget authority from the reorganization. The report must break the savings into four categories: staff reductions; administrative and procurement consolidation; program consolidation; and consolidation of property and leases.
