By March 1 each year, the Broadcasting Board of Governors must send the right congressional committees a report on how the Board and RFE/RL, Incorporated are doing and what they have done to follow the policy in section 6211(a). The report must cover efforts to end any individual language services; a detailed statement of steps taken under section 6211(a); an analysis of privatization prospects for the coming year; and whether U.S. funding should support surrogate broadcasting in the year 2000 and later. That funding review must examine the independent media situation in those countries, including government control of media, the ability of independent journalists and news organizations to operate, relevant domestic laws, levels of harassment and censorship, and other signs of freedom of expression.
