Under the President’s direction, the Secretary of State must coordinate all U.S. foreign assistance. The Secretary of Commerce still leads work to promote U.S. exports. The Secretary of the Treasury still leads U.S. work with international financial institutions and multilateral efforts on currency issues, convertibility, debt reduction, and broad economic reform. The Secretary’s powers here are in addition to other authorities, including section 101(b) and section 622(c) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151(b), 2382(c)). Coordination duties include approving an overall assistance strategy, making sure U.S. agencies follow common policies (including the Foreign Assistance Act and the Arms Export Control Act), working with other countries and international groups, and settling policy, program, or funding disputes among U.S. agencies. Agencies remain responsible for the funds they manage. The USAID Administrator may assign staff to the State Department without reimbursement when the Secretary needs them.
