The Secretary of Defense can help the owner of a private facility prepare for inspections under the Convention if the owner asks. Usually the facility owner must repay the Department of Defense for the cost of that help. If the owner fits certain categories, the United States National Authority will pay those costs instead. Those categories are: a small business as defined in 15 U.S.C. 632; or a U.S.-based person who does not handle Schedule 1 or 2 chemicals and who, in the previous calendar year, produced either more than 30 metric tons of Schedule 3 or other specified organic chemicals containing phosphorus, sulfur, or fluorine, or more than 200 metric tons of other unscheduled discrete organic chemicals.
