Summary

When the United States gives classroom training to African militaries under the African Crisis Response Initiative, it must include military-focused lessons on how to prevent the spread of HIV/AIDS. Congress says HIV/AIDS is a security threat in Africa, that war and unrest can spread it, that soldier infection rates in some countries may be as high as 40 percent, and that the U.S. should help fight the disease.
