Summary

The President must send Congress, within 6 months after August 2, 2002, a report for each military alliance the United States is in. The report must say how much U.S. service members might be placed under the command or control of foreign officers who are nationals of countries that are parties to the International Criminal Court, and whether that could increase risks to those U.S. service members. Within 1 year after August 2, 2002, the President must send Congress a description of changes to alliance command or control arrangements that could reduce any such risks. The reports or parts of them may be sent in classified form.
