The President may, on a case-by-case basis, take or direct actions about a specific matter involving the International Criminal Court when acting as Commander in Chief or under executive power. Normal legal bans that would otherwise stop those actions do not apply in that situation. Within 15 days after such an action, the President must tell the appropriate congressional committees what was done, say it is in the national interest, and explain why. If full details would hurt national security or a law enforcement effort, the President may instead notify Congress that an action and an exception were made, and must give the full notice within 15 days after the danger ends. Nothing here gives the President any new legal authority to act.
