The President must send a report to the right congressional committees within 15 months after May 27, 2003. The report must cover federal programs that treat people in other countries who have HIV or AIDS. The report must describe work on treating opportunistic infections, using antiretroviral drugs, and the state of treatment research for developing countries. It must explain training for local health workers to give drugs and monitor patients, plans for long-term availability of HIV medicines and drug resistance, and efforts to stop counterfeit or black‑market drugs. It must also give pilot project details (why chosen, how many treated, costs, safety checks, and plans, timelines, and resources to expand) and say how these treatment activities relate to preventing HIV transmission.
