Summary

Up to $48,000,000,000 may be provided to the President to let the President carry out the rules and changes in this chapter for the 5-year period beginning on October 1, 2008. Any money provided under that authorization can be kept and used until it is all spent. The authorization itself stays in effect until the appropriations are actually made.

(a)There are authorized to be appropriated to the President to carry out this chapter and the amendments made by this chapter $48,000,000,000 for the 5-year period beginning on October 1, 2008.
(b)Amounts appropriated pursuant to the authorization of appropriations in subsection (a) are authorized to remain available until expended.
(c)Authorizations of appropriations under subsection (a) shall remain available until the appropriations are made.
