The Chief Executive Officer, after talking with the Board, may pause or stop aid to a country or entity if they decide it is harming U.S. national security, has repeatedly failed to meet eligibility rules, or has not kept its Compact duties. The CEO may only restart aid after deciding the country fixed every problem that caused the pause or stop. Within 3 days of pausing, stopping, or restarting aid, the CEO must report the decision to the appropriate congressional committees. The CEO’s power also covers stopping obligations and sub‑obligations.
