The President can give help to groups or people who help North Koreans who are outside North Korea without North Korea’s permission. That help can pay for humanitarian aid for refugees, defectors, migrants, and orphans (including support for camps or temporary settlements), and for North Korean women abroad who are victims of, or at risk of, trafficking (as the law defines). Up to $5,000,000 a year is allowed for this for each fiscal year 2018 through 2022. The money can be kept and used until it is all spent.
