Title 22 › Chapter CHAPTER 91— - ENHANCED PARTNERSHIP WITH PAKISTAN › Subchapter SUBCHAPTER I— - DEMOCRATIC, ECONOMIC, AND DEVELOPMENT ASSISTANCE FOR PAKISTAN › § 8412
Allows the President to spend up to $1,500,000,000 each year for fiscal years 2010 through 2014 to provide U.S. aid to Pakistan under this law and the Foreign Assistance Act. No money may be released after the date that is 60 days after October 15, 2009 unless a Pakistan Assistance Strategy Report is sent to the relevant congressional committees. Also, no more than $750,000,000 in a year can be released unless the President’s Special Representative to Afghanistan and Pakistan certifies during that year that the aid is making reasonable progress toward the report’s main goals and sends a short memo explaining why. If that special representative job is vacant, the Secretary of State can give the certification instead. The Secretary of State may waive those limits if she tells the relevant congressional committees that doing so is necessary for U.S. national security. Congress also expresses that, if Pakistan’s political and economic situation improves, up to $1,500,000,000 per year should be authorized for fiscal years 2015 through 2019 for aid under the Foreign Assistance Act.
