The Secretary of State must, within 180 days after December 29, 2022, and working with the Secretary of the Treasury, the Director of National Intelligence, and the Attorney General, send a report to the relevant congressional committees. The report must describe the state of human rights and the rule of law in Iran, including how marginalized groups are treated; list actions in the prior year that the Iranian government used to target or silence dissidents inside and outside Iran who push for human rights; explain the methods used and how those efforts are funded, including the amounts; and identify foreign persons tied to the Iranian government or its proxies who are involved in harassment, surveillance, kidnapping, illegal extradition, imprisonment, torture, killing, or assassination on or after December 29, 2022 of Iranian (including dual nationals) or U.S. citizens who try to expose corruption or defend human rights, including for marginalized communities. For each person identified the report must say why they were named. The report must be updated at least annually for the 10-year period after December 29, 2022, with ongoing updates about new identifications as needed. The public, unclassified part must be posted on the State Department website; a classified annex is allowed. If someone is named in the most recent report or update, the President must impose sanctions. The President must use the International Emergency Economic Powers Act to block and ban all transactions and property of that person that are in the United States, enter the United States, or are in the possession or control of a U.S. person. If the person is an individual, they will be barred from entering the United States, denied visas and other entry papers, and ineligible for admission, parole, or other immigration benefits under the Immigration and Nationality Act. Any visa or entry document held by that person will be revoked immediately and will cancel other valid visas or entry papers they have.
