Require the President to increase diplomatic work at the United Nations and with U.S. allies to widen sanctions on Iran. The goals include banning visas for Iranian officials tied to human rights abuses, nuclear or missile programs, or support for terrorist groups; making UN members bar the Islamic Republic of Iran Shipping Lines from ports and Iran Air cargo flights from airports and apply that ban to other Iranian entities designated after August 10, 2012; expanding allied sanctions; limiting Iran’s development of oil and its import of refined petroleum; helping other countries produce more oil and stop depending on Iran; and cutting off Iran’s petrochemical export revenue. The President must report to the appropriate congressional committees no later than 180 days after August 10, 2012 and every 180 days after that. Each report must name countries that agreed to or refused sanctions and say how well they enforce them; explain the criteria used to judge whether a country significantly reduced crude oil purchases under section 8513a(d)(4)(D), as amended by section 504, including volume and price; list any countries given exceptions; offer recommendations for further U.S. action; and report the status of any World Trade Organization decisions about Iran-related sanctions.
