Summary

The President must publish a list, first no later than 180 days after August 10, 2012 and then every year, of any senior Iranian official or their family members who the President finds took part in illegal nuclear work or spreading weapons or delivery systems, who support international terrorism, or who committed serious human rights abuses against Iranians or their families. Senior Iranian officials named can include the Supreme Leader, the President, cabinet members, members of the Assembly of Experts, senior intelligence officials, and senior members of the Revolutionary Guard Corps (including leaders of paramilitary groups). If a non‑U.S. person is on that list, the State Department must refuse a visa and the Department of Homeland Security must bar them from entering the United States, unless admitting them is needed for the U.S. to follow the United Nations Headquarters Agreement (signed June 26, 1947, and effective November 21, 1947) or other international obligations. The President can make an exception for a person if it is essential to U.S. national interests, but must tell Congress the reason at least 7 days before the exception starts.
