The Office of Foreign Assets Control (OFAC), working with the State Department, must set up a faster review process for complete requests to do human rights, humanitarian, or democracy work related to Iran. Requests can come from groups that get State Department funding, the Broadcasting Board of Governors, and other U.S. government agencies. Applicants must follow OFAC’s rules (including 31 C.F.R. 501.801), list all parties involved, and describe the planned activities. If the request involves sending goods, technology, or software to Iran, it must include an official Commodity Classification from the Department of Commerce, Bureau of Industry and Security. The State Department must finish its foreign policy review within 30 days after OFAC sends the request. OFAC must make a license decision within 90 days after it receives a complete request, except when the request involves items on the Commerce Control List (which follow the Iran‑Iraq Arms Non‑Proliferation Act and other laws) or when there are unusual circumstances. The Treasury Secretary may write rules needed to run this process.
