Defines key words used in this chapter. "Alien" means what section 1101(a) of title 8 says. "Appropriate congressional committees" means certain Senate and House committees and leaders: for the Senate — Banking, Housing, and Urban Affairs; Foreign Relations; Select Committee on Intelligence; Appropriations; and the Senate majority and minority leaders; for the House — Financial Services; Foreign Affairs; Permanent Select Committee on Intelligence; Appropriations; and the Speaker and minority leader. "Materially assisted" means significant help directly tied to the acts listed in paragraphs (1)–(3) of section 8907(a) or in section 8908(a)(1). "United States person" means a U.S. citizen or an alien lawfully admitted for permanent residence, or an entity formed under U.S. law, including a foreign branch.
