The President must, if money is available, strengthen security ties and give extra military help to countries in Central and Eastern Europe, including Ukraine. That help can include defense equipment and services, military training, and support to make military, intelligence, and security forces more professional and able to do their jobs. Congress allowed up to $100,000,000 for fiscal years 2015 through 2017 for these actions. The President had to send a plan to the proper congressional committees within 60 days after April 3, 2014. Money from that $100,000,000 cannot be spent until 15 days after the President tells the appropriate congressional committees and the Senate and House Armed Services Committees. The President can skip the 15‑day wait if not waiting would seriously risk human health or welfare, but must notify Congress as soon as possible and no later than three days after taking the action.
