The President may give Ukraine defense equipment, services, and training to help stop offensive weapons and restore Ukraine’s sovereignty and borders. This covers items like anti-tank and anti-armor weapons, crew weapons and ammunition, counter‑artillery radars, fire‑control and guidance gear, tactical surveillance drones, and secure command and communications systems, under the Arms Export Control Act, the Foreign Assistance Act, and other laws. Not later than 60 days after December 18, 2014, the President must send a report with the expected items and a delivery timeline to the Senate Committees on Foreign Relations, Appropriations, and Armed Services and the House Committees on Foreign Affairs, Appropriations, and Armed Services. Congress may provide the Secretary of State with $100,000,000 for fiscal year 2015, $125,000,000 for fiscal year 2016, and $125,000,000 for fiscal year 2017 for these activities. Those funds may be used through the end of fiscal year 2018 and can be spent to buy items and services from the U.S. government or other appropriate sources. Congress also states that the Government of Ukraine should take all appropriate steps to protect civilians.
