The President must pick a federal agency to serve as the United States Central Authority for the Convention. That Central Authority will do the tasks the Convention and this chapter assign. It can make rules it needs to do the job. It may get information from the Parent Locator Service if allowed under the Social Security Act (42 U.S.C. 301 et seq.). It can give grants or make contracts with people, companies, other government agencies, or private groups to help carry out its duties. Private groups and their directors, officers, employees, or agents who get those grants or contracts are generally protected from civil lawsuits for damages for acts directly tied to the work, as defined by the rules in effect on October 1, 2004. That protection does not apply if the person acted with intentional misconduct, actual malice, reckless disregard of a big risk of causing injury without legal reason, or for a purpose not related to the work. The protection also does not cover ordinary business activities like general administration, using vehicles, or personnel management.
