Government agencies at the federal, state, or local level cannot charge any fee to process applications under the Convention. Petitioners may have to pay for lawyers, court costs, and travel. For actions under section 9003, petitioners usually pay legal and court costs unless federal, state, or local legal aid covers them. If a court orders the child's return under section 9003, the court should make the respondent pay the petitioner's necessary expenses unless the respondent shows that would be clearly inappropriate.
