Summary

The Board must create a clear, independent accountability mechanism. Each year it must report to the Board and Congress on whether Corporation projects meet standards covering environmental, social, labor, human-rights, and transparency issues; provide a forum to resolve concerns about specific project impacts; and advise on projects, policies, and practices. Within 90 days after December 18, 2025, the Board must report to the appropriate congressional committees about any efficiencies from moving these functions to the Corporation’s Inspector General and must outline how the Inspector General would develop internal environmental, social, and governance (ESG) expertise to adequately replace the mechanism’s ESG expertise.
